Those that bore it were second class citizens as far as she was concerned, and no Black should suffer to breed with one, but they were an acceptable sort of second class citizen. So long as they didn't harbour any disgusting kekkei genkai or other mutation the colouring could be overlooked for certain people.
Not overlooked enough for them to be equal, of course.
But on the lowerworld, blond hair was a mark of the filthy Al Bhed, and the green eyes on this intruder marked him as precisely that. A machinery loving sub-hume breed, they were little more than surprisingly intelligent animals. Just like the lizards, and pigs, and disgusting monkeys that also ran rife down here. Looking hyur didn't change that fact.
