Khamja dealt in weapons, but that was for money more than political gain. They played all sides of the field, without favouring one. Giving Galbadia a dangerous artifact would just shift the focus from the Empire onto Galbadia as a main aggressor. Currently, they held their own against all the odds. They were big enough, but had suffered their own political upheaval in the past few decades and they had never been part of the Galtean Alliance.
