Ignis sipped his Ebony and savoured the taste of it on his tongue. He'd grown accustomed to the alternatives that were sold on Ivalice, or at least in the areas Nel did the grocery shopping, but they would never match up to his beloved brand. He inhaled before he swallowed, letting the aroma of the coffee subsume his senses.
"Death on that sort of scale," he said, "would be affront enough, but the stone is made of something easily transported and hidden by a single man. That means it doesn't have much mass, and yet whatever its component parts, the sum of the whole is of great enough power that it's indestructible, and is, to the great wide universe and the powers that enforce its laws, valuable enough to pay to circumvent those laws."
Ignis took another sip of his Ebony, but didn't really taste this one. "Midgar still stands, barring the failure of the plate supports, and played host to so many cataclysmic deaths at once, and yet there isn't a single report of Akuma in the area."
He shook his head, and pushed his glasses up. "I could be way off base, as I said, I'm not an alchemist, but I cannot help but wonder if the people of Midgar are what powers the stone. Like Materia, but formed of living memories and energy rather than dead ones."
Materia formed naturally, under the right circumstances. Lifestream crystallised and could be used to access magical abilities dependent upon the type of power it held. Midgar had been famed for its mako reactors; energy production that used the lifestream as a source. It was controversial, and certainly an unpopular notion with anyone that subscribed to Etro. The lifestream wasn't just people; it was all life on and in the planet, in a constant cycle.
Perhaps The Shinra Power Company had been searching for something purer, and potentially more potent? The right, or wrong, sort of person might consider the destruction of a whole city to be a reasonable price for the power to build an entirely new one, and several others beside.
