Szayel, Nnoitra knew, was deliberately trying to piss Kadaj off. Kadaj wasn't a friend of Nnoitra's, but they had a tentative sort of alliance and they'd already murdered one scientist. Szayel was being especially stupid trying to needle him.
"Hojo worked on the SOLDIER experiment," Nnoitra pointed out. "Unless people are of that calibre, rare as fuck or already somebody else's experiment, I doubt he's going to give a shit."

Midgar's laboratories worked on their sapient enhanced soldiers, mostly Hyur, and Palumpolum's Gapra Laboratories worked on their animal-based troops, the so-called Militarized Units. There was a little crossover, but Hojo was known for being the head of the Shinra Laboratories in Midgar, not Gapra, though he had consulted.
